Under the Head of the Swiss Contribution Office (SCO) at the Embassy of Switzerland in Riga, the National Programme Officer (NPO) contributes to the implementation and evaluation of projects implemented under the Second Swiss Contribution. The Second Swiss Contribution helps to reduce social and economic disparities in the EU and to strengthen and deepen bilateral relations between Switzerland and the countries of Estonia, Latvia and Lithuania.

Main responsibilities

• Contribute to the implementation and evaluation of projects;
• Prepare reports, positions, media content and other written inputs;
• Independently handle administrative tasks, such as systematic electronic filing of documents and keeping track of processes and reports due;
• Liaise closely with the responsible Latvian and Swiss institutions as well as other involved organisations and partners / build and maintain a network of contacts;
• Organize independently events or delegation trips, contribute to workshops;
• Perform other tasks according to needs.

Requirements

Education, professional experience and skills
• University degree or equivalent qualification (degree in one of the fields of: environmental studies, civil or electrical engineering or medicine is a plus);
• Experience in project management, including in the context of foreign assistance grants would be considered as an advantage;
• Knowledge of the public sector as well as of the political and economic context in Latvia;
• Ability to prepare communication or visibility documents;
• Analytical skills, including the capacity to analyze large documents and prepare feedback or positions thereto;
• Latvian and English language at C1/C2 level. Ability to prepare or present in English or in Latvian complex information clearly and effectively to get a message or opinion across to various stakeholders, including high-ranking officials.

Methodological competencies
• Ability to build up and maintain a network of contacts;
• Capacity to liaise closely with the responsible Latvian and Swiss institutions and other involved organisations and partners;
• Readiness and ability to grasp and understand the specificities, risks and opportunities of thematic areas in Latvia;
• Advanced IT (including the use of AI tools) and social media skills.

Other competencies
• Work effectively, independently and under pressure in an international team with shared goals and shared responsibilities – actively contribute to the capability of the team;
• Strong organizational skills, including organizing events or trips for delegations;
• Effective networking and negotiation skills;
• Sense of confidentiality;
• Personal integrity and loyalty towards the employer.

Place of work and conditions

• Place of work: Embassy of Switzerland in Riga (Smilsu street 8, Riga);
• Start of assignment: Preferably as of February 1, 2026;
• Conditions: The employment contract will be concluded for 1 (one) year. Employment contract under Latvian law with competitive remuneration package according to Embassy regulations.
Gross monthly salary: 3000 EUR
• Company offers: 13th salary, health insurance
